There's a way to make them run it water..Just jack a car with a passenger and drive off so they don't bail out, take them to the water and bail out so the car goes in by itself with the ped inside, they'll get out as soon as the car stops and start running even though they're dead. Yes to San Andreas..Only this time make it even more ghetto like Compton and Long beach..And include more NWA, Dr Dre, Snoop Doggy Dogg, Ice Cube, Eazy-E, The DOC..All the original rappers playing on the radio.. LS just didn't feel like LA, it was a bit too small.

Yeah..Only recruited and characters in the game seem to have a decent AI.
