Try re-installing the game, and delete any mods you have installed for it as they could be taking up lots of space.

The Patriot can be found parked at the Restricted Army Base south of Verdeant Meadows Airstrip, drive into the base, steal the Patriot and make it to a safehouse and store it. You can also find it at the Naval Base in San Fierro, parked next to the aircraft carrier, take it from there and go to the Pay n spray in Doherty. Both methods involve having to escape 5 stars, so try to take it to a safehouse and save your game to get rid of the stars or go to a Pay n spray and then deliver it to the Import and export boat at San Fierro harbour.
