Simple, Zmodeler. DFF is a 3D model file for the game; you can open, view and edit DFFs from there, but if you are into installing it, the IMG Tool's the way to go. Run the IMG Tool, find the file named gta3.img, search for the DFF you're replacing, and drop it to the IMG file. Remember to back up your GTA3.IMG file first before doing this!
