how do you use the keypad to manually dial numbers and enter cheat codes?

and how do you reply to text messages or text people?

i use the PS3 version

Keep pressing up til the phone's keypad appears, then use the DPad up down left and right to select numbers, press X to select one, then use the DPad to move over to the call button.

You don't buy new cellphones. You get it when you complete missions later in the game.
