I have no idea about modding, but saw a few mods that brought cut-scenes and new mission to my san andreas. So that got me wondering.. Get the sound, textures and models from the ps2 game(if its possible) make a PC mod(vice city,san andreas) with cutscenes and missions similar to gta ps2 (stories) games.
