wtf, that's the exact same prob that I have. I get it with all my gta games. I'v got a 2.6ghz prosessor and 512 mb ram a fx 5200 128 mb graphic card. I think it's my graphic card. But I only get this for gta. I must be missing some kind of drivers. If you figger out how to solve this. Please tell me!

I have played vice alot but never new the storyline. I bought it just 2 weekst ago... But it's far better than I expected, I actually preffered some of Vice's features to the ones of San Andreas. I was far better than gta3. But compering gta3 with gta2... is like a gameboy pocket and playstation 1.5 lol
