Oh, this is a tough one. Rockstar Vienna was responsible for porting GTAIII and VC to the Xbox, so I have to give props to them. Rockstar San Diego has Midnight Club under its belt. But my favorite would have to be Rockstar North, for GTA and Lemmings. (Even though I've never played Lemmings. )
