Not everyone can be trusted to use the functions correctly. Elites and staff can delete their own posts, other can't (although you probably know that) and I don't see a reason why it's needed. Don't press add reply again. It somehow doesn't get picked up by the flood control and then you'll get 2 posts or more depending on the amount of times you clicked add reply. Instead just refresh. I think they mainly mean post something bad, get someone upset and flaming and then you delete your original post.. or something like that. Another would be locking your own topics when someone disagrees with you, or editing your topics title to attract more attention.
