Niko could have an ipod or something along those lines, that would allow you to listen to the radio or even put ur own music into the game while ur walking around. I don't think you should need to unlock an ipod, there would be plenty shops in Liberty City that sell it (I hope!). If you are talking about unlocking gang car features - like what features?
