there is no simple way really but gta-downloads.com has files to help you do this and under maps the file to add librety and vice city is there

Well, there is GTA:LVS in thegtaplace downloads database

If you are intending to use the total conversion mod you'l need to have to full game, from the store.

Well, you could use eBay or buy 'em used from an online store. Such mods that add LC and VC to SA are not complete and don't include the appropriate vehicles, missions, peds, etc...from the appropriate game. I don't think you'll spend more than $15-20 for both games. (GTA3 around $5 and Vice from $10-$15)

There is way to convert Vice to LIberty (backwards..)
