No it aint a mod cause it was in the game before. You just edit it so it replaces any of your melee weapons.

I replace a weapon, i never get to use that weapon agian.

IS there any possible way of having the skateboard without replacing a weapon?

Actualy you can just edit it to the original state and you get to use your original weapon again . But hey lets just say it is a mod, ok?

wen u playthe ps2 version, go to a sub urban clothing store and after u walk in, go to the left. near the sneakers are skateboards on the wall on a rack... is the "mod" taken from there? all ur really doing is replacing files that were already in the gme... hidden or not... a mod is a change to something, but it wasn't there at first. this isn't really a mod. it's a replacement.

yah we know that but who knows if it is a mod or a replacement, only rockstar really knows unless they told you.
