Is your game downloaded from the internet? Generally, downloaded GTA games have .scm mods.

It does matter and you could run GTA IV at low settings, I guess. Also, if it says "2 CPU's" it's a dual core which is a great processor too.

Not really, in certain parts GTA IV lags. Like in places with too much light and reflections, like Middle Park, Chinatown, ect..

You can't even run GTA IV at those settings. Get a 3GB RAM, some great Quad-Core and a better GFX Card.
