Have you made any edits to your gta_vc.exe file? That's probably the problem. If not, then try reinstalling the game and see if it works then.

$400 million? Damn! Good to know that copies are on their way to retailers now though.

What are you opening it with? Notepad would be the best choice. I think it means that you should enter the SA path. C:\Program Files\Rockstar Games\GTA San Andreas\data\handling.cfg.

I grabbed the gun and quickly mauled them all, running and then stopping to shoot every few seconds. But that mission was hard though.

Shock paddles is just crossing the line of weird weapons. The Bear is just copying the SWAT Tank from SA, the Water Craft is the Jet Ski from VCS, the Tornado is the Hunter. I just downloaded the handling editor, and it seems more complicated than you'd think. It would be faster if you just opened the handling.cfg with Notepad.
