I am thinking that your Video Card may not be capable of producing the required performance for Vice City. If you are saying that the boat is moving so slow could it be caused from Lagg and how does the game run in different areas like in highly populated streets, missions and other situations.

If Vice City was to return in 2009 it would be awesome. The detail would be almost real life and reflect the already brilliant scenery of holiday island Vice City. I hope this is true for all Vice City Fans out there.

This is the exact reason why you do not install modifications to Grand Theft Auto Vice City the developers have done a good enough job at the game as it is so you do not have to use mods. A game file has corrupted to fix the corruption uninstall all mods or do a fresh install of GTA Vice City.
