Sometimes the attackers and guards basically do nothing until the wave of attackers come. I'm guess ing the Sharks are taking cover and getting ready to shoot as you since they think they got close enough to you to shoot you but then you're long gone. Cops do this too.

You have to complete more storyline missions. The hardest thing about it is getting there in time. Not really, though it's hard really to be in the fight because you can actually aim at your gang members and shoot them since there's really not enough time to recruit them and the attack fight can last about 2 minutes (In SA, it was shorter defending an attack).

You can do drive bys with an SMG (Tec-9, Mac 10, Micro SMG, MP5). I'm not sure what you're playing on so you have to press the Look Left or Right button while in a car and then press the button that you shoot with to do a drive by.
