So the view doesn't bother me that much but it would be better if they had a still one like TVG said.. I forget how I did it...but I think you start the train missions (R3), and it will go to 3rd person type view, and you can press L2 and R2 to look left and right. Although I'd rather advise you to control yourself, some people (but not me) would do something to you similar to that guy in my sig vv.
