But is it possible to get that building accessible?

Ok, so I was in Prickle Pine in Las Vagas (Las Venturas) on San Andreas, and went under the water to see what them 2 pipes was for...I swam up the pipes, and got to the to, of course I couldn't get into that Water Works building, maybe it's for the ocean..but is it possible for a GTA SA modder to actually make that little building accessible, and to like work some of the controls? Make the Ocean water rise, or decrease, so there's no water? I know that would be cool as fuck. Screenshot included.

Try uninstalling, remove GTA San Andreas from the Registry, Start > Run type regedit, restart your computer, then try reinstalling SA.

Use the Polygon Lasso Tool when cutting items out. Try and find some decent effects off of numerous good graphics sites, I don't know any so I think you should go to TM about that one. Yeah, I'll wait till TM gets to this.
