1st: Is your GTA III, a cracked downloaded extracted ISO? - This could be a reason. 2nd: Your sound settings in "options" may be set to low. - Turn it up high 3rd: Check your audio files. 4th: Reinstall your game.

Dude, your IP will change if you reset (restart) your router. Unplug the power cable, leave it out for 5 minutes, then put it back in. The connection will validate, and then attempt to establish a connection to the router, then CONNECTED! Done, IP changed...

It might be the mod. Did you install everything correct? Did you make sure you did the IMG Editor files too? Or, try re-installing Vice City, then re-install the mod.
