A good way to make this mission easier is to have a firetruck with you when you start the mission, go to the Fire Station downtown, get the Fire Truck and leave it outside Louise's apartment when you are just walking into the building.

These are probably the follow-ups of each character in the storyline. Claude went into hiding after killing catalina because The cartel and most other gangs of Liberty City hate him and shoot on sight. Tommy is probably still running Vice City. CJ and the Grove Street Families annihilated the Ballas and Vagos during the Los Santos riots, so he's also kicking ass, and now rules San Andreas. Toni becomes the new Don of the Leone's when Salvatore got killed, and he orders the remaining Leone members to try and kill Claude to avenge Salvatore. Victor Vance was killed in the early cutscenes of Vice City, and Tommy killed Lance, so they are finished.
