You may have enough to run the game but your still pushing the limits. If you reduce the rendering levels as killa sugested, you might be able to keep everything.

Just install the patch, I don't think it will matter if you do have V1 already. If you do have V1 and this is happening then you might need to start a new game.

Dude, if you do have V1, then your going to have to face the music. If you have been responsible, then you have back-ups of your saved progress, and a reinstall of the game won't be a big ordeal, which is what your going to have to do. Just remember to back-up any file you plan to alter or replace.

I want one modeled like this car though As Huckleberry said, there is a Crown Vic police car here. As far as making this one all you need is a "Crown Vic" and the logo from the image you posted and put them together. If you don't know how to make your own car you could email the person that has uploaded a Crown Vic and ask them to make one with the logo you want.
