Glad you got it working. Just for note, a GTX 260 (whether the old 192 core or the new 216 core version) has 896MB VRAM, not 1GB. Also, GTA IV will not the memory you get from SLI. If you have 2x260s, you'll still see 896MB Ram. As to why it would say 3xxMB for a GTX 260 I have no clue, but when you say 'Vista' I'm sure you've found the problem.

I personally have not found any mods, trainers, or ASI loaders that work with IV's latest patch. For me it'll crash if I even try to patch the filelist.bak file or run any 3rd party DLLs.

Yeah, I tried it in Vista 64, and it crashed Explorer and asked me to restart it. I did, and it instantly crashed again. Same with safe mode. To get rid of it I had to waltz into Ubuntu and delete it.

If you updated the game by downloading the patch from Thegtaplace, then reinstall, and let Windows Live prompt you to update. I found that updating with the patch files here causes my game not to run.
