i have vice city 4 pc and i downloaded a mod(cant remember which one) and ever since there has been no pedestians walking about, no cars and the weather is always rainy, is there a file i can edit to set everything right?

i know this topic is old but i made a vid with the bikes drive on walls, the bike is under the tunnel and im driving around! with the rocket booster you can get off a bike and as you are doing it and you hold x, its like your still on the bike! there is a billboard near the auto-showroom that shows an interesting message... such a violent car crash if you enter the portland safehouse and jump through the roof with the power jump cheat you can explore the world without it loading, although there are limts:

i was wondering if i should trade in my vice city for gta3 on pc because ive always thought gta3 was better but on the day i went 2 buy it i couldnt find it so i got vice city should i trade or stick with vice city? P.S can you change the skins in gta 3 like in vice city?
