I found a trick for beating that missions easily (without cheats) It kills Freddie early in the mission. When you go up a path after going through a couple of alleys in La Flores. You just wait watching for him to come up the path and you shoot and the bike explodes.

The only way he his face could change in the story (excluding poor graphics and lighting) is if he looked younger by botox. But I doubt that would ever happen so I blame the graphics.
