No because Liberty City is really really really really high in the air. So if you do get a jetpack, you wont be able to get up because you are above the jetpack limit. And also, there is no full LC. There is only Marco's Bistro, a few buildins and few roads surrounding it.

the S.W.A.T only appears in the last mission! There is no SWAT cars driving around with a 4 star wante dlevel, they only come in the last mission. And Taime, thats an FBI Truck (Not FBI Rancher). It was taken out of the game and could only be gotten by mods or a cheat device. (Not seen driven by FBI in 5 star wanted level)

I think it should be kinda like halo 2 player. You can do missions together and split screen, that would kickass. But in order for it to be fun, GTA's gameplay need to be more dufficulty and not easy-weasy like GTA SA.
