Looks like its mostly likely Red Dead Redemption than GTA IV.

You could be downloading the wrong version of save files. If you have v.2 of San Andreas, you'll need to download V.2 saves and so on. To find out what version you have, It should say at the bottom of the screen when the New Game, Load Game menu comes up.

I don't think Massionte 9 has been shown in-game where it is. We'll probably find out soon and if not probably when the DLC is released.

I'm betting Luis will have new and more detailed clothing for this DLC. The Trailer will probably show up next week sometime, can't see it coming out today.

For adding new cars or guns you'll need to download IMG Tool 2.0. Well can't add new ones to the game but you can replace cars with new ones. Now when you find a car you want, download it and it should come with both "name.txd" and "name.dff". Open up IMG Tool then with that, open C:\Program Files\Rockstar Games\Grand Theft Auto Vice City\models\gta3. Find the car you want to replace with the Edit/Find option and replace both the .dff and .txd with the new ones you downloaded in the Command/Replace option.

The Third one happens to me a lot and even cops taking my cars. Well the cops taking my cars happen more often, It gets kinda annoying when when getting chased and you see a car coming up from behind you and you realize that its yours. I did like what they did with Lost and Damned though, they cut into the side of the sidewalk for the parking space. At the clubhouse, you don't have to worry about others knocking them out.

Sounds like you went into a Pay 'N' Spray instead of a TransFender. There's one in the Temple district, next door to the Pay 'N' Spray in Los Santos. If your trying to mod a Lowrider then you need to go to Loco Low Co which opens up after a Mission early on in the game.

Transfender is a customization shop where you can add/change things on your vehicle.

The Gang wars are random everytime even after 25/25, They just get harder the more you do.

The Mesa sometimes spawns at the bottom of Mount Chiliad where the Mountain bike races end. Here's a Snap map or the location Click Here. If it is'nt there, you should try Santa Maria Beach Parking Lot, Just outside that Safehouse there in Los Santos. I have seen it spawn there a couple of times.
