There's one mission which will ask you to head over to the desert and buy an abandoned airyard which cost $80000 and then it will become a safe house + school. You can obtain a pilot license by flying a few lessons there. Heh i just did it 30mins ago and now i'm roaming the whole of Las Venturas !
