Hmm, I've been thinking about GTA IV specs. I believe they'll be the same as Boiling Point (or a bit more), because, I mean Boiling Point has almost the same graphic level as GTA IV and it works on my crappy pc in High Settings. What do you think?

You need to model. That needs years of experience and it's meant in almost all "I want to do my own mods" topics. You need 3DsMax, .dff plugins and MSPaint or Photoshop.
