What are the most important improvements in IV?

The graphics definetely seem to have improved, and I am sure that this time, there will not be too many repeated pedestrians and texures, I don't yet know how cars will drive, but I hope it's good. -
The car does seem to resemble a mini cooper, and if it is, it will probably have a different name in the fianl version of IV.
