If you've bought the game after the hot coffe affair, you probably have v2. Any modding/memory hacking is disabled, so you'll have to downgrade your game to v1.

Of course it does. If some drivers ae corrupt, reinstalling sometimes won't help. If some settings are set wrong, this again helps. It there are any viruses, this helps. Formatting helps, but it's a bit too much if you ask me.
