Do a complete uninstall. Whenever you edit a file, it won't be recognised next time by the uninstall app. So do a complete uninstall and install it again. That should do it. Well you can always cut out some commercials from any other GTA's radio stations. You'll need a converter (to convert GTA1, VC or SA radio stations to an editable format; each game requires different program). Then you can use programs like Audacity to cut out commercials and export them.

It's best if you do select inverse with magic wand (depends on the background though) or use the magic wand and select the text, do "layer via copy" and then edit that layer using lasso or marquee tools. You'll get a much better result if you use that technique when cutting things out. Or you can just use the VC font and write "Vice City Stories". Then add glow and border effects so that it looks like original.

Wtf Scythe? It's not main.scm. In main.scm you can make vehicles spawn, but he wants to change the spawn frequency. The file you're looking for is vehicles.ide. Open it with notepad and set the spawning frequency to 0. And just for a little bit more info, you have to use Mission Builder to edit main.scm, not notepad. And you have to configure the program first.
