That's not correct. He has a script mod (read the quote in the 1st post). If you want to do the mission for him, you'll have to download the mod from the download database.

You probably haven't zoomed in while shooting. It's much easier to hit when you zoom in, and the spot (laser) becomes much bigger and precise. I think the controls are PageUp to zoom in and PageDown to zoom out.

Might be related to any of your side programs. Turn off all of them and run only SA.

Oh, you've probebly messed up when modding. Maybe, if the car had more than one file, you haven't deleted the stock file, or added those few files at once. IMG tool has problems when adding more files at a time. It says he's added all the files, but he's added only the first file.

Lower the level of details and resolution, turn off AA. That should help. It always does.
