I think it spawns as soon as the Desert is open, is that correct? Loaded save file where CJ is doing LV missions & Raindance DID show up once, so VCG gets the point. Hungry hippo trashcan is inLS on the entrance to the amusement pier (w/ ferris wheel). The Sea Sparrow is just north of the Airstrip, you will find it in the mission "Interdiction".
