That thing in the middle is the barrell of the gun whereas the flame around it is from the explosion of the gun powder. I think the image is showing Niko shooting you. I say, looks nice, havent seen that before but going by the perspective of the shot I would guess that it isnt a cross-hair. you see how I answered without being a twat?????????!!!!!?!??!?!!!! I didn't think much of it, because the game still wasn't finished, and the graphics still could have had bugs. I wouldn't worry about it now. The game is done, and I bet its been fixed.
