Texture modding isn't that difficult. Modeling however is. You can't just like think "I wish I could have a good model of [something], I know, I'l make one". It isn't that easy. But if you can make good graphics/have good photoshop skills you can make texture mods.

Go for Wii I would love the GTA games to finally come on stuff Nintendo makes. They always had the fun games but lacked in the really good action ones.
