Well black people have some features that look different if they were on white people. White people's freckles are redish orange, but black people's freckles are a shade of black darker than the skin. If it is a scm mod, you need to start a new game. Also, reinstalling the game will take the mods but let you play your saves again.

Game saves don't contain mods. The only mods you need to change are for SCM mods, not cars or buildings or anything. If you put a new scm in as a mod, you have to get to the mission yourself. Use the search feature sometime. Reinstall the game. (Someone lock this)

I assume you mean Vice City. You need to right click gta3.img in the Vice City/Models folder and make it read-only. You then need to download IMG Tool 2.0. After you do that, you can use that to remove and add dff, txd, col, etc... files in gta3.img
