Criminal Rating usually reflects the way you do Crimes in Vice City. Killings Cops,Bashing People etc makes your criminal rating go high. And once again use of Cheats etc.Makes them go in negative. Check them out over here. <<Someone Click me Please>>

Yeah. Only GTA SA and Old Classics (GTA II.Not sure about others) had Train. And hopefully GTA IV will. And i dont think there is a Mod for VC that installs a Train.So,you might have seen some another GTA game of your friend not Vice City.
