There's always a Stretch parked outside the Vercetti Estate but there are some cars in some GTA games that are restricted to a certain color, which for one example is the Stretch. Some more are the Taxi and Cabbie, obviously.

Now I know Vice City Stories' missions were generally easy even though most were longer than Liberty City Stories' but there must be a few missions that you got stuck on. The two missions I could remember that gave me a hard time was From Zero To Hero which took me six times because I kept getting blown up by Martinez' Hunter and the other one was Light My Pyre which also took me six times to complete because on the first four tries, I was unaware there was a PCJ-600 nearby Lance's suite and ended up needing to find a car to drive-by with. What was yours?

A tip is to don't attack random places. Focus on attacking all the Biker Empires, then do what TM said and save, then restart the game. Take over the Sharks territories last because they have stronger guns like Mac 10s, Micro SMGs, and AK-47s. Also make sure you've completed all the Empire missions before taking everywhere over.

This sounds like complete crap. Even if a Skimmer would be given wheels, it'd be hell to try to drive such a big and non-durable Skimmer to the beach.
