You'd actually be suprised at how powerful computers can be for a small price. It's not so much that you'll need expensive graphics cards, just up to date ones. But with all the money Rockstar's made with this, they could choose to put it all towards developing a new GTA game that will blow everyone away or they could choose to develop it for the PC.
