You do need more than one territory, I believe you need 30% to open Riot, not Reuniting the Families. Reuniting the Families was the second to last mission before you got out of Los Santos.

I'd personally like to meet Sky in Pakistan, then maybe we can go on a roadtrip to Sweden from there.

Steam and EA are different companies than Rockstar, but I believe in version 1.0 of San Andreas it is legal and obviously in 2.0 it's most likely not because mods don't work.

Well seeing as there seems to be a GTAIV table and Vice City table with things relating to each, maybe the San Andreas table has some stuff too. If that's the case, than maybe there are also GTA III, LCS and VCS tables. Meh, since they have GTA IV (Liberty City) and Vice City, I don't know if there's separate tables for each. Maybe one for VC, SA, etc.
