True. An amazing processor and 7-series graphics card do not make up for a low amount of RAM in any situation. You should see a file called GTAVCsf1.b Drag that from WinRAR or whatever you use to My Documents/GTA Vice City User Files Then open up VC and try to load the first game in the list. You should start out at the Hyman Condo in Downtown with around $17,000,000 and in the Mr. Vercetti outfit. If the above happens when you load it, you've correctly installed the save game.

Windows prioritizes letters for hard drives first. BUT you can make any drive any letter by going into classic view Control Panel->Administrative Tools->Computer Management->Disk Management, then right clicking on the drive and selecting "Change drive letter and path."
