Yes, you do need this mission to continue. If you have a friend that has the game, try doing the mission with your friend's disc. Maybe keeping another car near where he jumps and trying it like that.

This seems to be a common problem. You're saying that he jumps off before you get the walton to the red circle? When you do pass it, the walton is bulletproof.
