Put the file inside the folder 'GTA Vice City User Files' inside 'My Documents' Just put it there and it should work. But it might overwrite your current save.

Err. no. SAMI installed mods wouldn't make a game crash... UF Ghost, you have a version 2 game. You can't mod this. You need to downgrade to version one using a downgrader. Google it, or someone might post one here.
