He just found someone substituted him to trade with Tommy Vercetti. After the substitute died, he took over the bomb shop, and moved to Liberty City. We can't give one's word that he hadn't been to Vice City in 1984. Perhaps he went to Los Santos at first in 1992 as we can find 8-ball's bomb shop in there. What do you been GTA Story? Some kinda guide to the GTA universe if so, then I agree that would be awesome and would clear up a lot of mysteries unless R* wants to keep them mysteries?
