yeah you can, im pretty sure its free. well on wikipedia it says games for windows live is freeware im not sure. ps3 ftw you need a pretty good computer to play GTA4 though (i'd have at least 2ghz core2, and a 9600gt , or amd x2 5000 and a ati 3850) if you wanna run it with decent settings otherwise it will lag or you'll have to run it on lowest or both...

you dont have to edit any notepad file, just put mp3's (or shortcut to them) in the mp3 folder in c:\program files\rockstar games\gta3\mp3 for vice city its the same just obviously the vice city folder.

it depends on the cheat i think. weapons/health/armor etc i think arent bad but any "spawn xx vehicle" "pedestrians riot" "everyone hates you" they will mess stuff up. you could just not save or do what i did and have 2 savegames, one with and one without cheats.

camstudio? fraps is the best quality i think though, maybe you are better off recording with a video camera if that doesnt work. or try get it to work, google the problem.

dont get alienware, they are way overpriced for what they are you could something custom built heaps better for same money or same specs a lot less, you're paying for a brand name. i dont get why you dont care about price, i mean really, if you had the choice between a $5000 pc and a $2500 pc, they had exactly the same specs except one was alienware, would you really choose the $5000 one?
