Of course not. I'm in Windows 7 with a DX9 card and I have no problems. But Windows 7 only gives me a rating of 2.7 in graphics though but it doesn't affect anything.

Windows 7 uses DirectX11. Try typing dxdiag on the search box and click it. See by yourself.

Yesterday I downloaded my copy of Windows 7 and I should say it's awesome. The installation took 1 hour and it was worth the time, I installed all drivers and essencial applications like CCleaner, WinRAR, etc. I also like DirectX 11, seems awesome how Microsoft is progressing awesomely fast in the graphics world but since I don't have a DX10 capable card in the PC I installed it, I cannot see the difference.
