And to open SCM files, you need to have Scripting experience Part 1 and Part 2 and you need Waterduck's SCM editor.

That comes randomly. Sometimes when you click F2, the videos can be one, two or even two and a half minutes, it's all game control but it's rare to see such tiny videos (30sec) unless you record a video after exiting of your safehouse.
Also, I don't believe there's any mod that can do it.
If it still doesn't work, right click the GTAIV Root folder and untick Read Only, then click in Apply to this folder, all files and subfolders and click OK.
Ah, my GFX card is worse. It's a 8500GT which originally (no GT) is 256MB and with GT is 512MB (GT, GTX, etc means they're memory-overclocked), but it still behaves like a 256MB so I overclocked it (Clock, DDR, etc).
It does have Pay n' Spray... But it's realistic because when the cops see you enter, they won't paint your car and 3h pass while the car is being painted.
