Before I overclocked my card, the game was running pretty well (30/40 FPS), now I've overclocked it (because GTAIV was too slow, now its fast) and the game runs like light speed.
Things I've tried:
- Disabling Frame Limiter - Game runs like shit
- Reinstalling the game
- Changing affinity
- Putting the game priority on Low
What should I do? I can't de-overclock my card because of GTAIV and the temperatures are good.

Try doing every step that is in my post written in the Rockstar quote, do every step and then try again.

Girish, I believe that the black roads are fixed if you put the patch... I mean, they ARE actually fixed, I saw by myself when I had the problem.

And to open SCM files, you need to have Scripting experience Part 1 and Part 2 and you need Waterduck's SCM editor.
You can also request mods at the SA Forums.

That comes randomly. Sometimes when you click F2, the videos can be one, two or even two and a half minutes, it's all game control but it's rare to see such tiny videos (30sec) unless you record a video after exiting of your safehouse.
Also, I don't believe there's any mod that can do it.

If it still doesn't work, right click the GTAIV Root folder and untick Read Only, then click in Apply to this folder, all files and subfolders and click OK.

Also, I've never seen 24hz resolution in my life

Ah, my GFX card is worse. It's a 8500GT which originally (no GT) is 256MB and with GT is 512MB (GT, GTX, etc means they're memory-overclocked), but it still behaves like a 256MB so I overclocked it (Clock, DDR, etc).

There are 64-bit drivers. And yes, the 64-bit XP is a OS so you'll need to format your PC.

I actually finished the mission at the first time thanks to the Jetmax trick. I didn't even care about NOOSE, I just sped on the boat and lost them...

It does have Pay n' Spray... But it's realistic because when the cops see you enter, they won't paint your car and 3h pass while the car is being painted.
