Ah, go to, models > generic then open player.bmp in a program such as Photoshop or Paint, then edit the file how you would like, then save it in a folder called skins.

Reinstall(Then don't install any mods), delete a file called gta_sa.set in the GTA San Andreas User Files folder in My Documents, it will probably work now.

It's quite nice, although you should blur the outsides of the blue parts to make it look more realistic. Ah, post in the Modding section next time!
