What i can gather from your poor grammar and massively un-needed caps, is... you're trying to mod the game on PS2 or Xbox. This gets very expensive, and illegal, and we won't be able to help you any further. If you're trying to mod the PC version, read the link in the post above yours.

How are you trying to uninstall? Via disc? Or the setup file?

LOL Japanese people are usually devout Buddhists, and they take the 8 spoke wheel religion thing which means they can't say bad things. Therefore, it's highly unlikely that that is true. Also, without fully Japanese compliant (as in gramatically accurate) characters installed on your PC, chances are all of that's BS. If you want Japanese characters, i suggest you ask a Japanese person, or look for a japanese character set that has been written, and then take them from there (scan in, w/e, then extract and redraw.)

Go into your program files and delete the entire VC folder. You'll be able to reinstall the game then.
