If you're on a computer that has an administrative account, it's most likely the Documents folder is locked, but it's unlikely as each folder is for each user, limited or not. Try making the directory yourself; in Documents make a directory called "GTA San Andreas User Files" and try again.

About the staff, maybe, some of the staff are getting pretty inactive these days. In the news subject again, you could get a News Posters group so everyone and not only staff would help. These are my 2 cents.

That graphics card is super old and won't run any recent games. And even worse it's a laptop, consider upgrading to a desktop or something.

Upgrade the patch. Patch 7 is actually good and it's shadows are super detailed so it'll lag a little your config. Also having a SLi config doesn't mean you have DOUBLE memory, lower these settings down, GTA IV isn't optimised for SLi. Even if you have 100 FPS you'll have pop-ins cause of lack of graphics memory.

It's not possible, removing it would crash lots of missions in the game and there would be no way to fix them.

Always download savegames that match your version of the game. First downgrade and then download a V1 save, not sure if the downgrader works for saves though as I have my version since release (v1).

Gerard has always been staff at GTAWiki but yeah did TGTAP and the wiki merge?
